Commission to Strengthen Social Security Report

The Commission to Strengthen Social Security appointed by President Bush released a report in December 2001 that recommended ways to reform Social Security by making personal investment accounts part of the program. The commission, whose report is expected to be the starting point for discussions of Social Security reform during Bush's second term, did not recommend forcing newly-hired state and local workers to join the program.
